Services to support the Review of the Thematic Strategy on Air Pollution

Air pollution remains a serious risk to human health and the environment in the EU. In 2011, the European Commission launched a review of the Thematic Strategy on Air Pollution and associated Directives on Ambient Air Quality (AAQD, 2008/50/EC), and on National Emission Ceilings (NECD, 2001/81/EC).
This project supported the review, including the identification of policy options and the preparation of an impact assessment of these options.
In particular, the project supported the Commission by preparing options to improve air quality measurement provisions, air quality modelling provisions, air quality management and assessment and public information and dissemination.
For the project, Milieu provided support for the Commission’s public and stakeholder consultation on the revision of the Thematic Strategy. The consultation covered all key issues for the review of the Strategy. Milieu developed two online questionnaires (the first for experts, stakeholders and public institutions and the second for members of the general public).
The questionnaires were developed on the European Commission’s IPM system. Milieu provided support while the consultation was open. After the consultation period closed, Milieu analysed the results and prepared an overview report.
In addition, Milieu presented preliminary results to the EU stakeholder forum for the review of the Thematic Strategy.

In December 2013, the European Commission adopted its Clean Air Policy Package, updating the Thematic Strategy and proposing a revision of the National Emission Ceilings Directive as well as a new directive for medium-sized combustion plants: http://ec.europa.eu/environment/air/clean_air_policy.htm.
