Framework contract for services related to coordination between the different marine regions in implementing the ecosystem approach

The Marine Strategy Framework Directive puts a strong emphasis on regional cooperation, collaboration and harmonisation for its implementation to ensure that a good ecological status is reached by 2020 within and among the four European marine regions – the North Sea, the Baltic Sea, the Black Sea and the Mediterranean regions.
Milieu leads one of the three Consortia selected for the award of this two-year framework contract (renewable once) with the main objective of supporting the coherence of the implementation of the Directive in each and across the four regional seas. The implementation of this contract will work through call-downs opened to competition between the three Consortia.
As part of this framework contract, Milieu has been awarded a contract to organise a high-level European Marine conference of circa 300 participants where the Commission will present the results of the first compliance assessment of the Marine Strategy Framework Directive implementation and discuss next steps.
The Conference aims at encouraging collaboration between the EU Institutions, the Member States, the Regional Sea Conventions and other stakeholders, as appropriate, to foster a coherent and comparable implementation of the MSFD.
Milieu has also been awarded a contract to identify and analyse the needs of the Regional Sea Conventions, ensuring better coherence of approaches under the Marine Strategy Framework Directive.
This study involved a desk-top study, surveys and interviews, the development of policy recommendations and a work plan to address the priority needs as well as a presentation and discussion of the results to key stakeholders.
