Critical reviewer for DEFRA’s “Smarter Environmental Regulation for a Greener Economy” effort

The UK government has initiated a process known as The Red Tape Challenge – a cross-cutting reform review. The UK Department for Environment, Food and Rural Affairs (DEFRA) is leading the effort in the environment sector, entitled the “Smarter Environmental Regulation for a Greener Economy”.
The impetus for the review was the recognition that many regulatory arrangements have developed in a piecemeal fashion and that there may be scope for cross-cutting improvements to the resulting legal framework.
During the process, key areas of legislation are being scrutinised regulation by regulation; in addition, it was an effort to think strategically and ambitiously about what could be done to streamline and improve the overall environmental regulatory framework.
DEFRA had invited Milieu’s Director, Gretta Goldenman, to serve as an expert member of the Review’s critical review panel, with the objective of providing strategic direction to the development of the review.
In particular, she carried out a legal analysis of the overall UK environmental regulatory framework and provided a critical feedback concerning areas where improvements in the regulatory framework may be possible.
In addition, one of her roles was to bring in lessons from other European countries which have also undertaken efforts to review and improve their overall regulatory frameworks for environmental protection.
